Crisis Accommodation Program (CAP) provides capital funds to build and buy crisis service residential premises such as womens’ refuges, night shelters, and emergency accommodation for youth. CAP accommodation is temporary, providing housing for people who are homeless or in immediate housing crisis.
Key features of the CAP include:
- Community organisations must have support service funding to enable them to effectively manage an appropriate level of crisis service (most commonly the source of support funds is the Supported Accommodation Assistance Program (SAAP) administered by the Department for Child Protection). DHW and DCP have developed a protocol for the delivery of CAP/SAAP services to ensure improved outcomes for people requiring crisis assistance.
- Properties are leased to community organisations at a peppercorn rent, who then lease the accommodation to individuals.
